[WG: I18N & L10N] [Building Sakai] Problem with resources tool in Sakai 10

I already have the translation fix. I need to get it into trunk and then 
merged into 10.x before 10.0 is released.

I don't have a fix for the i18n issue but help is welcome to fix this 
for 10.0 or ASAP in 10.x if it cannot be done for 10.0.

Did you create an issue in JIRA, Eric?
