[WG: I18N & L10N] Translation of the tools names and theit description in SAKAI 10 Version

Hi Igor,

For Sign Up,
Use sakai.signup.title and sakai.signup.description

For Roster (use Roster2 in Sakai 10)
Use sakai.site.roster.title2 and sakai.site.roster2.description
