[WG: I18N & L10N] Translation of the tools names and theit description in SAKAI 10 Version

Hi!

The names of several tools appears always in English

I'm testing it with Russian language,

But you can see it at http://nightly2.sakaiproject.org:8081/portal

with the other languages (In Ru all the tools are not translated there).

I see this problem with the following tools:

Roster

Sign-up

You see, for this tools the name and description sre shown in English
