[WG: I18N & L10N] Committing translation that is many files

Hi Neal,

May be it's better to use an IDE to help you. Unzip it to an existing 
trunk source folder, and commit it with IDE (subclipse for example).

In my opinion, if this is the first Hindi translation, I think it's 
acceptable to commit them in a single patch.

And for latter updates, it's not a good idea to commit so many files in 
a single patch.

With Chinese translation, I separate them by tools.

Though this method will create many issues, it will be useful while 
tracking, rolling back and cooperation.
