Hi Jun,

Quick answer : this is a work in progress that has been waiting for some 
time because other issues had higher priority.

You should not add properties alone yourself. Properties should be added 
when there are default i18n values that are duplicated across different 
projects with appropriate changes to the projects to rely on the shared 
i18n.

If you have questions, I'll try to find more time later to answer.

Hope this also answers part of the questions Neal asked me. I think he's 
still awaiting more answers, but I'm experiencing performance issues 
that I have to diagnose at UPMC. I haven't forgotten this group and 
still intend to help i18n and L10n forward.
