[WG: I18N & L10N] [cle-release-team] Proposal: Remove "es" translation

You can send the es_MX files directly, i can review the changes and 
commit them to the trunk if there are not complaints.

It's a really good moment thinking in Sakai 10 release, thanks for any 
contribution.
