[WG: I18N & L10N] Maintainers for en_ZA, en_GB and en_AU

Could you update /reference/trunk/docs/readme_i18n.txt with the 
appropriate information?

I've already asked Steve privately to do the same for en_GB and en_AU 
because I forgot his message was public.
