[WG: I18N & L10N] Managing translation updates

I'm afraid we can't be sure they're all improvements.

The first change to fr_FR I've found, I didn't check the others, did 
overwrite an up-to-date translation with full coverage of one tool and 
reduced its coverage.

This has lead me to become really cautious with the content of the 
translation updates as far as fr_FR is concerned.

The fact that they were merged without asking the locale maintainers is 
also a source of tension between translation maintainers such as the 
fr_FR ones and well-meaning members who did the merges. I'm trying to 
remove the tension while finding a solution that is approved by each 
concerned locale maintainer.

While I don't mind the changes being in trunk right now, I do mind the 
changes making it into a future release without having a chance of being 
reviewed. Rolling back the changes to fr_FR and others locales whose 
maintainers want to review the changes when they can, could enable 
merging the changes to the other locales into 2.9.x.

I'm awaiting locale maintainers' opinions before we do anything, but 
that's the idea I have.
