[WG: I18N & L10N] Have you updated translations for 2.8 or later

I noticed it was before the changes but it wasn't obvious while I was 
doing the changes.

I've found out why. The charset/encoding for the file was not set. It is 
now set to utf-8 and updated in trunk.
