The process:

1) JIRA is opened
2) Developer commits against trunk with reference to the JIRA
3) JIRA is marked as Resolved -> Fixed. If it is bug fix and eligible for
merge, change 2.9.x Status to Merge.
4) QA team now responsible for testing.
5) QA team marks as Verified in JIRA if tests pass
6) Branch maintainer can now merge in commit to the 2.9.x branch
7) Branch maintainer updates ticket to set merge status to resolved and
Fixed Version to next release (2.9.2)
8) QA group tests again to verify before it is released as part of official
2.9.2 tag
