[WG: I18N & L10N] New web content tool instructions are not properly translated

Hi all,

     Please checkout this jira [1]. I think it's pretty simple to fix 
this I18n bug and merge for 2.9.3. The new web content tool doesn't 
translate the instructions because there is a commented fragment of code 
that does the work. I uploaded a patch /* TODO the work */.
