[WG: I18N & L10N] Hello, anyone can help?

Just as an FYI, in 2.9 and trunk this option doesn't really work anymore
well and nobody has done much to fix the bugs. It would have been pretty
good to answer this question, need to run it on a 2.8 system though.

SAK-23240 seems to stop the start up of the system
SAK-22076 causes UI errors in most tools that use a calendar date picker
