[WG: I18N & L10N] Request for opinions: displaying locales for choosing one

Hi,
There are two known places where you can choose a locale. The most
obvious one is the user preferences language part. The other one is the
language setting for a site, the default being the user settings.
CLE currently displays the language and country in the locale set for
the user, the variant is not translated. This makes the labels change
each time you change your settings. It sometimes makes it harder to
change when you don't know how the language you want to set is spelled
in another language.
What would you think of using the following format?
"{language name in its locale} - {country name in its locale} ({Variant
if part of locale}) [{locale code}]"
Would you agree on sorting by displayed values, keeping "User Language
(default)" or its translation first for sites?

Please note, there seems to be a bug in the language setting for sites.
They seem to be always using the locale set for the server. Do you
confirm? Is there a JIRA for this?
