[WG: I18N & L10N] Announcement about support library for Basqueand Mongolian

Hi, Jean-François, Yuki & others.

I'm really happy to announce that Yuki's library seems to work perfectly 
in our test environment. It has solved a several years old local issue, 
the obligation to use comma as decimal separator in Sakai when working 
in basque (basque users had to use point in basque and comma in spanish, 
really confusing).

The other screenshots of Yuki's confluence page 
(https://confluence.sakaiproject.org/display/I18N/Endorsed+I18n+Project) 
also works fine.

My concerns about performance is just that we don't know if adding a 
library to Java could affect to it in some way. If some trunk/qa server 
would add this library too, maybe community could have some tool to test it.

Thanks a lot for solving these problems. I hope that this library will 
be added to oficial Sakai code.
