[WG: I18N & L10N] Non-latin characters are not supported in PDF file

Hi all,
Thanks to Gao Jun we have discovered that PDF functionalities included in several Sakai tools are not supporting non-latin characters. Instead of them, when a japanese/chinese or arabic character is found, PDF shows it as #.
Gao has proposed a solution that works. You'll find it at https://jira.sakaiproject.org/browse/SAK-21908. The only drawback I've found is that is needs to include a new setting at sakai.properties with the font you want to use at PDF generation. If that font is not available within your deployment a latin one is used.
>From my point of view,this solution is good (as it is transparent for latin-alphabet users) but I would like to get your feedback before to proceed.
