[WG: I18N & L10N] Stable duplicated strings translations

Hi Jean,

     I think it's a very good idea.
     First, it would reduce the bundle size a lot. Second, something 
like 'add', 'edit', 'modify' are often used across tools. If a tool is 
not traslated to some language, this will help the users to see some 
common operation link.
