[WG: I18N & L10N] (no subject)

Dear All!

I would like to translate SAKAI 2.9 to Russian language, but from this
talbe I have learned that it was already translated up to 84%:
http://qa1-nl.sakaiproject.org/international

1) My first question is how to get information which parts were translated
and what I shoud translate?
2) Can I just download sourse code and translate *.properties files without
eclipse and deploy it afterwards?
3) Can I do translation under Windows or I should install eclipse under
linux and work with sakai folder?
