[WG: I18N & L10N] SAK-17694 and SAK-17692

I would like to give my opinion about this matter.

- The copyright laws don't depend on the language but on the country. 
Each country can have their own laws different of the other countries.

- It should be possible to show the copyright laws in the preferred 
user's language, but these laws shouldn't change as the users change 
their language.

So I think that there are two different matters here: 1) Setting the 
country's copyright laws in sakai.properties (Tomcat's default locale if 
don't exist), which point to 2) some kind of external resource where 
these laws can be found and translated to other languages.

For example, in sakai. properties:

copyright.directory = /library/copyright_es
copyright.types.count = 3
copyright.type.1 = xxx.properties
copyright.type.2 = yyy.properties
copyright.type.3 = zzz.properties

and in /library/copyright_es/ there would be properties files for the 
spanish laws, while in /library/copyright_us/ you could find the USA 
laws, etc. These properties could be translated to other languages so 
any user can understand them in their language.

It can be annoying to set a different resource for each country's own 
laws, but I'm not able to imagine another option.
