I think having it in sakai.properties is the best solution I've seen so far.

As with other language-related issues, we could have default values in 
English and this could be in the default configuration. Otherwise, it 
could use the language from the locale set in tomcat and fall back to 
English if the copyright types are not available in the configuration.

I think there is still the issue of keeping the selected value instead 
of updating to the latest value for the type. How could one or more 
languages be stored and shown with the values chosen at selection?
