[WG: I18N & L10N] Sakai 2.7 Translations

Hello, Beth.

I updated ru locale translations for String freeze version. I finished
to 100% all tools, except portfolio tools. We haven't used them in
production yet, so don't have enough experience in them.

I attached patch and l10n stats for source with patch.
