You didn't read the ticket :)

The simplest way I can put it, since I a simplistic view of it, is...

....if we leave it out, jenkins will not build. As for the reasons
jenkins will not build, I've tried to explore in the ticket. Given the
apparent cause, and my simplistic understanding of the tag, the fact
that adding it helps the build, makes some sense....
