[gradebook2-dev] Sakai target version for developing tools

+1 on developing for 2.7.x. We QA our local branch against 2.7 right now 
as well.

I get the impression from 
https://confluence.sakaiproject.org/display/SG2X/Institutions+Using+Gradebook2 
that this is in line with the version being used by most institutions 
running Gradebook 2.
