[gradebook2-dev] i18n in gb2

I'm working on scoping some potential translation work out.  One of
the tools I'm looking at in gb2.  Can you guys help validate some of
my assumptions?

1.  gb2 is internationalized
2.  gb2 is not localized for anything other than english
3.  gb2 uses I18nConstants on the client side to do the lookups.
Somehow this gets populated via the i18nConstants.properties file.
4.  gb2 does not make use of sakai's ResourceLoader for gaining access
to bundles or determining the current locale
