Jeremy, I'm not familiar with SakaiPortal.jws... are you referring to
SakaiLogin.jws by chance?

If so, then all requests generally pass un-mediated from the browser
to the server.... so the normal browser agent should be used.

If not, can you send a link to the file in foundation svn or otherwise
point it out?
