[gradebook2-dev] correct oracle conversion sql?

Stephen,

If you start with v1.3.0 and you are not upgrading from an earlier version,
then you don't need to run any conversion scripts. You would just set
"auto.ddl=true" in sakai.properties so that all the gradebook2 related
tables are created.
