Sounds more like a back end problem to me. I think it should work like
it does for the normal emails processing (which is to default when it
is null). There is already code for handling that so it would just be
some copy/paste or even better, breaking that out to a method and
calling it.
There may be reasons why it is done that way for the consolidated
emails though so I'll wait for UM to comment.
