Evaluations uses the itextpdf library for generating PDF files. itextpdf has the agpl licence: http://www.fsf.org/licensing/licenses/agpl-3.0.html 

Evaluation has an ECL 2.0 licence.

My reading is that AGPL isn't compatible with ECL 2, has a special deal been struck with the itextpdf gang?
