If I recall correctly, we discussed this at length a couple years ago on the evaluation group list and got requirements from a number of schools, including a couple other places besides Michigan who wanted to use consolidated emails.  The requirement was that a school was either using consolidated messages or separate messages.  For example, at Michigan we use consolidated messages for the "available" emails and the "reminder" emails.  Maryland does not use "available" emails at all, but they wanted to use consolidated "reminder" emails.  So my point was that we organized the email-admin page around the choice between consolidated and separate emails.  

But now it's apparent that this was a mistake.  Berkeley would like to send separate "available" emails for each eval but then use consolidated reminders. That seems like something we should support.  I think the "created" emails got lost in the shuffle because the schools using consolidated emails at that time did not create evals in evalsys and did not send created emails.  But that's obviously important also.

Within a few days, we will commit the fix for consolidated emails based on a suggestion from Aaron.  Those changes will be included in 1.4.x and also trunk.  Once that's done, maybe we can discuss revisions to the email-admin page to remove the top-level choice between consolidated and separate emails.  Maybe that page should be organized around properties related to "created" emails, "available" emails, "reminder" emails, "completed" emails, etc.
