I have tested this and (at least in our installation) the deleted 
persons still can see and make the survey, no matter if they have 
responded it or not. Even worse, despite being deleted they are still in 
the participants list, so the statistics of the answered surveys are not 
real.

Could you tell me if you are using Evalsys 1.4? If is not solved in 1.4 
and no patch is available, I think that we will have to learn how to 
live with this issue.
