[Contrib: Evaluation System] Question about email behavior

Hi all,  

We are testing our configuration settings and changes to the eval code and I'm not clear on what to expect from email notification.

i expected the "2 Available" email to go out when the evaluation gets created if it's set to open today.  But that isn't happening for us.  I don't see any configuration or other setting to tell it when to go out.  Can someone help me with what what should be happening.

I'm also not sure when the "1 Created" email gets sent out and don't see any settings for if and when it gets sent out.  

Thanks for any help on this!  I'm not sure if I'm seeing a bug or expected behavior :).
