[Contrib: Evaluation System] Evaluations 1.4.0 released!

Hi everyone,

I'd like to announce the availability of the Evaluations 1.4.0 release:
	https://source.sakaiproject.org/contrib/evaluation/tags/1.4.0/

The http://qa5-us.sakaiproject.org/portal server is currently running the same 1.4.x branch revision (r78837) that we used to cut the 1.4.0 release tag. Thanks to everyone who helped with this release! 

I know there are already features under development for the 1.5.0 release, so stay tuned for news on that -- we'll need someone to step forward to guide the next release process.
