[Contrib: Evaluation System] Hot backup server questions

I'm attempting to upgrade to sakai 2.8 and our latest version of course evaluation, which is the only tool we run in sakai.

Now our system admins are demanding that we keep a live, hot backup server running.  I believe this will cause issues when the evaluation reminders and various other jobs run.

One solution they have is to uninstall the evaluation and job scheduler tools from the backup server and when needed to use the backup server install the war files.

Currently, we keep a cold backup which has been turned on once in the 5 years of running course evaluations.

So my questions are...

How are you handling a hot backup server?

How are you preventing duplicate job from running?
