[Contrib: Evaluation System] Rescheduling the TQ Test Fest

Hello Evaluation Team,

I'm leaning towards scheduling the Test Fest for the end of next week or Tuesday, Feb 21st but I need your help to make that decision!  Please select one of the dates in the poll and support this effort.  

The poll will close at the COB on Thursday.
