[Contrib: Evaluation System] Errors in evaluation 1.2.1 or an upgrade to 1.3.x

It came to my attention recently that evalsys 1.3.x requires java 1.6. Does
anyone know what work introduced that dependency? The best course would be
if Chris could get close to 1.3.x.
