[Contrib: Evaluation System] be_evaluated vs. take_evaluation

Be.evaluated refers to the "lecturer questions" - if a question is set as such then it is repeated for all the people in the site with the be.evaluated permission. People with the take.evaluation permission are able to respond.

None of this applies if you assign to an ad hoc group as there is no associated site; everybody in the ad hoc group can be thought of as having the take.evaluation permish.

Not sure about your second question.
