[Contrib: Evaluation System] Evaluations 1.4 Release Planning

We were expecting the feature freeze would be at Xmas - somebody told me that this was the plan. 

We were hoping to find time between now and then to merge our 4 new features - it has been agreed (on the last t-con) that our work should 'go in' but there are a few minor changes required first. We will not be able to do this in a couple of weeks.

I will have a chat to Marc to see if we can dedicate a bit of time to the merging.
