Both sites that I'm working on contain the "admin" user; however, the Adminstrator, Sakai (admin) participant is assigned the Instructor Role. Is Administrator a role option?

I think the same goes for "in-site groups" only groups containing the admin user can have Evaluations assigned to them. This is even more weird!

Hi Rick,
I'm working through the tests in the Sakai Test Plan and am stuck on the set of steps under I: "Set up courses, instructors, and students"
The steps are listed below:
* Set up two Sakai course sites, eval_test_1 and eval_test_2.
* Add an instructor level account (ex. instructor1) to eval_test_1 as Instructor; add two instructors (ex. instructor1 and instructor2) to eval_test_2.
* Add a student account (ex. student1) to each course.
* Go to the Evaluation System tool and click on the "Administrate" button.
* Click on the Control Hierarchy link.
* Click on the "Assign Groups" link next to "Department 1".
* Assign eval_test_1 to "Department 1."
* Assign eval_test_2 to "Department 2."
After I click on the Control Hierarchy link, then Click on the "Assign Groups" link next to Department A there are no groups to select for assignment. Is this a bug? Screenshot below:
