Currently, if one creates a public survey, ie, one where people do not have to login, then one is forced to assign the survey to a group in order to complete the assignment process. The advice we gave is to create a singleton group with just the current user as a member then assign the survey to this group. This smacks of forcing users to jump through a hoop just because it is there.

A patch to remedy this situation has been attached to the Jira and we have been using this feature in production for a couple of months. 

The patch simply skips the requirement that a group MUST be assigned. It is now optional in this situation.

It should not be compulsory to assign the survey to a group if it is "public" - it should be optional.
