[Contrib: Evaluation System] QA5 Server Updates

Hi all,

   Sometime next week we will be updating the QA5 server to be running the final Evaluations 1.3 release, and also update the database to Oracle 11g. We'll be migrating the data from the existing Oracle 10g database, but there will be an opportunity for data loss between the time we migrate the data and the time we reconfigure the server. This could be avoided if we shut down the server during the migration window, so please let me know if you would prefer the server be shutdown (and avoid data loss), or if you'd prefer the server remain up as much as possible (with any data loss being acceptable). 

   Unless I hear otherwise, I'll assume that as a QA server, it would be preferred to have the QA5 server remain up as much as possible during this migration, even if it risks a small amount of data loss.
