[Contrib: Evaluation System] Evaluations 1.4 release

Hi everyone,

   Sorry for not even waiting until the paint's dry on the 1.3 release, but I would like to make sure we're off to a good start for the 1.4 Evaluations release. It's helpful to others in the community to get a list of specific bug fixes and enhancements that go into a release, so I'd like to ask everyone who resolves an Evaluations issue in JIRA to mark the "Fix Version" as "1.4 [tentative]".
