[Contrib: Evaluation System] Please review JIRAs for inclusion in 1.3.0!

I know I haven't been super active in the latest conversation, but I still
want to make sure we get 1.3.0 out the door, so forgive me if I've missed
anything.

I know there's been a lot of activity of patching things in trunk - if you
have something that you want to be included in 1.3.0 you MUST edit the JIRA
so that 1.3.x Staus = Merge.

Right now, there are 4 issues that have this status and I will merge them
in. However, anything else that needs to be merged in MUST say 1.3.x Staus =
Merge.

I will set 1.3.x Staus = Resolved when I have merged it in and that means it
will be included.

FYI - Once something is resolved in trunk, the JIRA can be resolved.

If something has been fixed in trunk, but it's 1.3.x Staus is blank then it
WILL NOT be included in 1.3.0.
