[Contrib: Evaluation System] 1.3.x next (and final?) RC

I'd recommend marking issues as "Resolved" once they've been merged to trunk and marking them as "Closed" once they've been be tested as part of the 1.3 release. Marking them as Resolved assumes that the feature/bug has been tested at least by the developer on their local build.
