[Contrib: Evaluation System] provider not being called

Aaron Z,

Could you describe in a little more detail about how those tables get populated?  Is there something in evalsys that makes calls to the provider periodically, gets info from there and updates the info in those tables?  Or is the provider itself responsible for adding data to the new tables?  If this sync-up is a timed operation within evalsys, is the timing configurable?
