[Contrib: Evaluation System] External Evaluation Group Providers

I see that there is an "EvalGroupsProvider" interface that hasn't been
fully implemented, as far as I can tell.

Does anyone here have a procedure for creating evaluation groups without
a course site and without having to create the ad-hoc groups by hand?

We're hoping that there's a method to import the information directly in
to EVALSYS.

Any information would be most helpful.
