[Contrib: Evaluation System] Business case for Sakai Eval?

Does anyone have any documentation regarding their decision to use the  
Sakai tool vs. buy a vendor course evaluation app or build their own  
from scratch? I am working on one for UCB, and thought I might be able  
to leverage the collective experience!
