[Contrib: Evaluation System] Evaluation admin access to templates, evals

Hi,

I switched to trunk to fix EVALSYS-826, EVALSYS-635, EVALSYS-533,
EVALSYS-426, EVALSYS-425 and others - but I have run into an issue.

It used to be that as an admin I would have access to a list of templates,
evaluations, etc. But this is not the case in trunk any longer. What
settings am I  missing?
