[Contrib: Evaluation System] Error when Enabling PDF Export

The settings have always reloaded themselves from the DB once an hour
though. It is actually very simple in that a thread runs on each
server that checks every 5 minutes and if it has been an hour it
reloads all settings from the database into the memory cache. As long
as the setting is saving into the DB it will end up on all instances
eventually. I haven't seen an issue where the setting does not end up
getting saved but if you can find a way to replicate that situation
then please feel free to report it as a bug.
You might want to look at your DB and server logs and see where the
value changed in the DB and what happened on the server at the same
time.
