Looks good except for 909.

I want to take this opportunity to remind developers that you should
generally NOT use ExternalLogic directly. CommonLogic is there to
integrate the providers, internal data, and the external data (from
Sakai) all together and if you are calling external logic then you are
bypassing this integration. In general, the only thing that should be
calling ExternalLogic is CommonLogic (there are a few exceptions to
this but not many).
