The Jira you mention is wrt copying a template. I am referring to items
WITHIN a template. In your case once the data is imported, if lecturers
want to edit the template any further within Course Evaluations, there
will be an option for them to duplicate actual items (not templates).
 
wrt making copying the template a local configuration opton, I do see a
use case for it. As long as it is off by default :)

We’re interested in making copying the template a local configuration
opton. 

At U-M, instructors add questions in a separate evaluation ordering
system, and that data is imported.  The data that will be sent to us
will have a 1-1 relationship between a template, evaluation, and eval
group.  For that reason I don’t think we need to copy a template when an
evaluation is saved, and having copies in the database makes the tables
larger and less efficient to process. It also makes the data somewhat
more complex than is required for us.

I wondered if anyone has thoughts about this before I create an EVALSYS
feature request Jira.
