[Contrib: Evaluation System] Reminder Email not being sent out with large group

John,
I saw the error you noted in the logs, but the very next line is the
notification email successfully being sent out so I don't think that's my
problem.

Richard,
I checked the QRTZ_TRIGGERS table and the trigger_state for the
ScheduledInvocationManagerImpl.runner trigger is set to BLOCKED. The state
of that trigger on my dev box is WAITING just like all the other triggers in
the table. Could this be why the reminders aren't being sent? If so, do you
know why it would get set to BLOCKED?
